OPEN LETTER

From Prime Minister Đào Minh Quân

California August 23th, 2012

One of the greatest Presidents in American History, President Ronald Reagan, on April 17, 1984, announced before the United States Congress: -"A nuclear war cannot be won and should never be struck ". The problem is not people against people or nation against nation. And progress must be an anti-war solution.

On June 12^th, 1987 President Reagan spoke to the people in West Berlin:  -“General Secretary Gorbachev, if you seek peace, if you seek prosperity for the Soviet Union and Eastern Europe, if you seek liberalization: Come here to this gate! Mr. Gorbachev, open this gate! Mr. Gorbachev, tear down this wall!”

Three years later, the wall was torn down after the collapse of Communism in Eastern Europe and in Soviet Russia itself, marking the end of the Cold War era.

President Ronald Reagan later made a speech in the Great Hall of China. Chinese officials promised, the speech was to be broadcast in full on TV, even though it had not been cleared with Chinese leadership in advance. But before it aired that evening, 17 segments of the speech were deleted.

Again, the President stated: 

-“We live in a troubled world, and the United States and China, as two great nations, share a special responsibility to help reduce the risks of war. We both agree that there can be only one policy to preserve our precious civilization in this modern age: A nuclear war cannot be won and must never be fought. And no matter how great the obstacles may seem, we must never stop our efforts to reduce the weapons of war. We must never stop at all until we see the day when nuclear arms have been banished from the face of this Earth.”

Mr. Gorbachev took the opportunity to begin a peace platform and to initiate with our government the Start I Treaty to reduce the number of ballistic missiles. As President Reagan said "Trust, but verify."

I was very inspired by the leadership and vision of President Reagan.

On January 28^th, 1994 President Bill Clinton wrote to me:

-"The US Government will remain committed to the defense of freedom and the promotion of democracy. Democracy abroad protects our own economic and security interests at home”.

The President also proposed:

-“At the time when many countries are torn by conflict, we all must work together to build a safer, more prosperous, and more democratic world. I appreciate your concern about this important issue”.

We share with the United States our commitment to the defense of freedom and the promotion of democracy.

During the administration of President George W. Bush, the Provisional National Government of Viet Nam continued receiving correspondence from the Secretary of State.

September 28^th, 2001 Secretary of State Colin Powell sent me an official letter stating:  

-"President Bush and I are committed to making the world a better place for all Americans and all people. With your support and encouragement, we can achieve this goal together”.

Two years ago, President Obama and Russian President Dmitri Medvedev formally agreed to the New START Treaty (Strategic Arms Reduction Treaty.) While the treaty still needs to be approved by the U.S. Congress and the Russian Duma, the signing of the accord is the most significant development in nuclear weapons negotiations in over twenty years.

The ceremonial signing in Prague did not produce any particularly memorable quotes, but it did recall one from 1984.  It came again from President Reagan, who was visiting China during the final, but still tense years of the Cold War:

-“The United States and China, as two great nations, must share a special responsibility to help reduce the risks of war. We both agree that there can be only one sane policy to preserve our precious civilization in this modern age: A nuclear war cannot be won and must never be fought. And no matter how great the obstacles may seem, we must never stop our efforts to reduce the weapons of war. We must never stop at all until we see the day when nuclear arms have been banished from the face of this Earth.”

Therefore, the Provisional National Government of Vietnam and I are dedicated to creating opportunities for the US government and its people for safe strategies that will benefit all Americans, Vietnamese, and countries around the South Pacific... It is truly important to maintain the devotion and perseverance to prevent the clash of powers in the region of the East Vietnam Sea (South China) and to promote free international water trade routes without conflict throughout the Pacific Ocean. We need to be vigilant, skillful and resourceful in finding better solutions for all.

As I mentioned at the Nixon Library on October 15, 2010: The Provisional National Government of Vietnam has extolled before that achieving a fair and evenhanded oil policy for the benefit of the citizens of Viet Nam, businesses of the world, and its people can be achieved without violence or deterrence by the corrupt communist government.

US President Nixon was working at the time with Vietnam President Nguyen Van Thieu to secure oil development contracts with American oil companies to develop off shore oil deposits. The incomes from these oil developments were to be used for the betterment of society and assist the Vietnamese democratic government to become financially self-supporting. The contracts for drilling oil offshore were to be signed at that time at San Clemente, California, in 1973.

We the people of the Republic Of Viet Nam always appreciated President Nixon’s generous actions for our freedom.

On behalf of the Vietnamese people who want neither communism nor any disguised form of socialism to grow any more within society, I assure you there is a large collaboration and contingent of people in Vietnam, including Ex-Communists, who share this viewpoint. I, the successor of the Republic of Vietnam’s National government (RVN), and the elected Prime Minister of the Provisional National Government of Viet Nam affirm my full support for Humanitarian free market Policies like those of the United States of America.

Representing the Vietnamese people, and the rightful government of sovereign Viet Nam, I offer again to devote strategies of my government to prevent the clash of foreign powers in Vietnam, and for free international water trade routes around Vietnam. We seek a fair and evenhanded oil policy for the benefit of the citizens of Vietnam while preventing unjust enrichment by the corrupt communist government. There are many free market ideas we wish to incorporate in the culture of Vietnam.

I would like the Vietnamese people to earn a fair share of our own natural resources. I am determined to work for peace and freedom for our people. I agree with America in praising, welcoming, protecting and aiding the intellectuals and peace lovers of the world, particularly those from mainland China who know little of peace and freedom. We look for the day when The People of China have the same freedoms as the people of America.  

I praise all American policy makers who work for peaceful policies in this troubled world. I know our Provisional National Government policies are aligned with America's to prevent the clash of powers in Viet Nam on land and at sea. My Government has a peaceful program for the problems we face.

The people of Vietnam wish to live in peace with our neighbors and to enjoy the fruits of our labors in freedom.

I wish only the best for everyone. May God Bless you always.

Kính thưa ĐỨC THÁNH CHA,

Chúng tôi thành thực cám ơn ĐỨC THÁNH CHA, theo lời thỉnh cầu của chúng tôi và với tinh thần dân chủ, ĐỨC THÁNH CHA đã tái can thiệp với cái gọi là “Nhà Cầm Quyền Cộng Sản Việt Nam”, để đòi trả tự do cho tất cả các nhà tranh đấu cho nhân quyền, tự do, dân chủ, toàn vẹn lãnh thổ Việt Nam trong tinh thần BẤT BẠO ĐỘNG. Nhưng cho đến nay, cái gọi là nhà cầm quyền cộng sản Việt Nam, vẫn bất chấp sự can thiệp của ĐỨCTHÁNH CHA, tiếp tục vi phạm tự do ngôn luận, tự do tôn giáo, đàn áp dân lành. Các toà án của Việt Cộng cũng áp dụng sai lạc chính cácluật lệ do chính họ đặt ra để bỏ tù và quản thúc tại gia những người tranh đấu đòi công lý, nhân quyền, tự do, dân chủ và toàn vẹn lãnh thổ Việt Nam là vô cùng dã man, thâm độc, vi phạm trầm trọng nhân quyền.

Trong số những người này gồm có :

Tất cả những người này hiện đang bị quản chế hay bị giam cầm, tiếp tục sống trong những điều kiện vô cùng khó khăn (thiếu chăm sóc, hầu như không có đủ thực phẩm, thuốc men ...)

Lý do mà cái gọi là “Nhà Cầm Quyền Cộng Sản Việt Nam” bỏ tù họ là vì họđã đòi quyền tự do thực hành tôn giáo, tự do ngôn luận và tự do tư tưởng, bày tỏ quan điểm chính trị và bảo vệ sự vẹn toàn lãnh thổ trong tinh thần ôn hòa, bất bạo động.

Ngoài những việc đàn áp những nhà dân chủ, cái gọi là “Nhà Cầm Quyền Cộng Sản Việt-Nam” còn gia tăng đàn áp các tôn giáo qua việc trưng thu các đất đai, các cơ sở Công giáo, Phật giáo, Phật giáo Hòa Hảo, Cao Đài và phá hủy Thánh giá của Công Giáo. Sự kiện tăng nhân Làng Mai, các tín đồ Công Giáo, Phật giáo, Tinh Lành, bị cấm theo đạo, bị đánh đập tàn nhẫn, vô nhân đạo của Công An Cộng Sản Việt Nam, chứng minh cụ thể rằng quyền tự do tín ngưỡng của các tôn giáo bị xâm phạm một cách trầm trọng tại Việt Nam.

Độc tài, đảng trị, tham nhủng, lạm quyền, bạo lực, công an trị, dàn dựng, bắt ép, điều tra bức cung, nhục hình, đe dọa, bất chấp Luật Lệ Việt Nam và Quốc Tê là thực chất cuả cái gọi là “Nhà Cầm Quyền Cộng Sản Việt-Nam” từ trước cho đến nay, là một chế độ Cộng Sản phản lại quyền lợi của Tổ quốc và Dân tộc Việt Nam và bất tuân Luật Lệ Quốc Tế.

Cộng đồng Thế giới, Liên Hiệp Quốc, Liên Hiệp Âu Châu, các Chính Khách, các Tổ chức bảo vệ nhân quyền, tự do tôn giáo, các Toà Đai Sứ các nước dân chủ, các cơ quan truyền thông báo chí, người Việt trong và ngoài nước, càng lúc càng quan ngại về tình hình vi phạm trắng trợn nhân quyền và đàn áp tôn giáo cuả Cộng Sản Việt-Nam : Độc tài, đảng trị, tham nhủng, lạm quyền, bạo lực, công an trị, dàn dựng, bắt ép, dùng thủ đoạn điều tra bằng cực hình tra tấn hay bức bách thúc ép người vô can phải nhận tội trạng một cách tinh vi, dã man, ác độc hơn là phát xít Đức và Cộng Sản Liên Sô.

Để ngăn chặn kịp thời mọi hành vi đàn áp, ngược đải, vi phạm nhân quyền và tư do tôn giáo, chúng tôi thỉnh cầu ĐỨC THÁNH CHA, vui lòng lên tiếng đòi hỏi cái gọi là “Nhà Cầm Quyền Cộng Sản Việt Nam” phải tôn trọng và thi hành triệt để Luật Pháp Việt Nam và Quốc Tế:

- Cái gọi là “Nhà Cầm Quyền Cộng Sản Việt Nam” phải nên tuân hành các Hiến Chương Liên Hiệp Quốc;

- Tôn trọng nhân quyền, tự do, dân chủ, đa đảng và tổ chức tổng tuyển cử : ứng cử, bầu cử tự do với sự giám sát Quốc Tế;

- Trả lại tự do ngay tức khắc và vô điều kiện cho tất cả các nhà tranh đấu cho nhân quyền, các tù nhân chính trị và tù nhân lương tâm, vì sự giam cầm họ là một sự vi phạm nghiêm trọng quyền con người theo quy định của Điều 19 của Công ước Quốc tế về Quyền Dân sự và Chính Trị, Công ước mà cái gọi là “Nhà Cầm Quyền Cộng Sản Việt Nam” đã ký kết (Lưu ý: Những quyền này cũng được nêu trong cái gọi là “Hiến pháp của Nhà Cầm Quyền Cộng Sản Việt Nam”).

Nếu Đảng và cái gọi là “Nhà Cầm Quyền Cộng Sản Việt Nam” vẫn còn ngoan cố và tiếp tục khinh thường lời cảnh báo của Toà Thánh Vatican, sau bao nhiêu lần gặp gỡ giữa ĐỨC THÁNH CHA và các nhà lãnh đạo CSVN, thì Toà Thánh, không những bị công luận ghi ngờ rằng cộng tác với sự ác, mà công luận quốc tế đang hồ nghi rằng, có tình báo Việt Cộng nằm trong Vatican. Điển hình qua trường hợp Tòa Thánh bắt Đức Tổng Giám Mục Hà-Nội Giuse Ngô Quang Kiệt, từ chức, khi Ngài lên tiếng bênh vực cho lẽ phải, Hoà bình và Công lý, qua Công hàm đề ngày 13-05-2010, đúng giữa vào lúc ĐỨC THÁNH CHA đang công du Thánh địa hành hương Quốc tế Fatima tại Bồ Đào Nha.

Do đó, chúng tôi sẽ rất biết ơn ĐỨC THÁNH CHA, một vị lãnh đạo tinh thần mà chúng tôi luôn tôn kính, nếu vì bất cứ lý do gì mà không thể giúp chúng tôi giải thể chế độ cộng sản tại Việt Nam trong tinh thần ôn hòa bất bạo động, xin hãy vui lòng giúp đở dân tộc Việt-Nam bằng cách:

1/ Chính thức công khai làm một buổi cầu nguyện với sự tham dự của Chính Phủ Quốc Gia Việt Nam Lâm Thời để an ủi, chúc phúc cho những nạn  nhân đã bị Việt Cộng sát hại hay còn đang chúng bị cầm tù;

2/ Trực tiếp giúp đở các gia đình nghèo khó bằng thực phẩm, thuốn men, quần áo, phân phát tận tay bởi các Tòa Đại Sứ, các tổ chức phi chính phủ, các tổ chức từ thiện phật giáo, công gíao, tin lành, cao đài, hòa hảo…, tuyệt đối không nên qua trung gian của các cấp chính quyền trung ương hay địa phương của cái gọi là Nhà Cầm Quyền Cộng Sản Việt Nam để tránh nạn tham nhũng;

3/ Tiếp kiến Thủ Tướng Chính Phủ Quốc Gia Việt Nam Lâm Thời là người do ba thế hệ Việt Nam chỉ định từ năm 1990 và đã qua ba đời Tổng Thống Hoa Kỳ chính thức liên lạc, hầu làm sáng tỏ đức công bình, liêm chính của Ngài, sau khi Ngài đã cho cái gọi là Nhà Cầm Quyền Cộng Sản Việt Nam qúa nhiều cơ hội được tiếp kiến Ngài, kể cả ông Nguyễn Phú Trọng không phải là người đứng đầu cái gọi là Nhà Cầm Quyền Cộng Sản này.   

Chúng tôi rất tin tưởng vào sự thông cảm và lòng bác ái, công chính của ĐỨC THÁNH CHA không khước từ mọi thành phần giai cấp xã hội chính trị tôn giáo. Mọi người phải được BÌNH ĐẲNG, CÔNG MINH và chịu trách nhiệm trước Lịch sử, Tòa án Lương tâm và Tòa án Công Lý. Kính xin Ngài nhận nơi đây lòng thành kính biết ơn sâu xa của chúng tôi.

Dear Holy Father,

We sincerely thank the Holy Father, our prayers and the spirit of democracy, the Holy Father has re-intervention with the so-called Vietnamese Communist government, to demand the release of all fight for human rights, freedom, democracy, and territorial integrity of Vietnam in the spirit of non-violence. But so far, the Vietnamese communist authorities, still, despite the intervention of the Pope, continued violation of free speech, religious freedom, suppressed people. The Vietnamese court also applied wrong by the rules they set out to imprisonment and arrest those who struggle for justice, human rights, freedom, democracy and territorial integrity of Vietnam is extremely cruel, wicked, severe human rights violations.

Among those are:

All these people are now under house arrest or imprisoned, continue to live in extremely difficult conditions (lack of care, almost no food, medicine ...)

The reason that the Vietnamese Communist authorities jailed them because they demanded freedom to practice religion, freedom of speech and freedom of thought, expression of political views and protect the territorial integritymoderate in the spirit of non-violence.

In addition to the suppression of the democracy, the The so-called “Vietnamese Communist Government” also increased persecution of religion through the expropriation of land, the establishment of Catholic, Buddhist, Hoa Hao, Cao Daiand destruction of the Holy Cross Catholic.Events increased the “Lang Mai” Plum Village, Catholics, Buddhists, gospel, are prohibited by religion, brutally beaten, inhuman Vietnamese Communist police, concrete proof that freedomthreshold of religion violated drastically in Vietnam.

Totalitarian party rule, corruption, abuse of power, violence, police, staging, force, radiation surveys supply, torture, intimidation, despite the Vietnamese Law and is essentially international the Vietnamese communist government up until now, was a communist regime contrary to the interests of the country and people of Vietnam and defiance of international law.

World Community, United Nations, European Union, politicians, organizations defending human rights, religious freedom, the embassies of democracies, media agencies, Vietnamese domestic and foreign, increasingly concerned about the situation of flagrant violations of human rights and religious persecution by the Vietnamese Communists: Dictatorship, party politics, corruption, abuse of power, violence, police, staging, force, tricks investigated by horrible tortures compelling or forcing innocent people to get to a page how sophisticated, ferocious, cruel rather than Nazi Germany and Communist Soviet Union.

Promptly to prevent all acts of repression, abuse, violation of human rights and religious freedom, we appeal to the Holy Father, please cried out for the Vietnamese authorities to respect and implement radical Vietnam and International Law:

- The communist government of Vietnam must be in compliance with the Charter of the United Nations ;

- Respect for human rights, freedom, democracy, and organize multi-party general election: candidates, free elections with international supervision;

- Return the free immediately and unconditionally to all the struggle for human rights, political prisoners and prisoners of conscience, since their detention is a serious violation of human rights provisions of Article 19 of the International Covenant on Civil and Political rights, the Convention that the communist government of Vietnam has signed

(Note: These rights are outlined in the Constitution of the Communist authorities Vietnam).

If the Vietnam Communist Party and the Vietnam communist government remains stubborn and continue to disregard the warnings of the Vatican, after many encounters between the Pope and the Communist leaders, The Holy See, not the public record suspected collaborators with evil, that international public opinion is doubt that intelligence with the Viet Cong (Vietnam Communist) in the Vatican. Typically the case of the Holy See began the Archbishop to Hanoi Joseph Ngo Quang Kiet, the resigned, when he defended the right, Peace and Justice, through the diplomatic note dated 13-05-2010, between the time when the Pope was in the Holy Land pilgrimage tours International Fatima in Portugal.

Therefore, we would be very grateful to the Holy Father, one spiritual leaders that we always respect, if for any reason that can not help us dissolution of the communist regime in Vietnam moderate in the spirit of non-violence, please please help the Vietnamese people by:

1 / Official public to a prayer meeting with the participation of the Provisional National Government of Vietnam to comfort, bless the victims were killed by the Viet Cong, or those who are generally imprisoned;

2 / Directly help the poor families with food, oblong tiles, clothing, delivered in person by the Embassy, non-governmental organizations, charitable organizations, Buddhist, Catholic, healthy, Cao Dai, Hoa Hao ..., absolutely should not mediated by the central or local governments of the Vietnamese Communist government to prevent corruption;

Kính thưa ĐỨC THÁNH CHA,

Chúng tôi thành thực cám ơn ĐỨC THÁNH CHA, theo lời thỉnh cầu của chúng tôi và với tinh thần dân chủ, ĐỨC THÁNH CHA đã tái can thiệp với cái gọi là “Nhà Cầm Quyền Cộng Sản Việt Nam”, để đòi trả tự do cho tất cả các nhà tranh đấu cho nhân quyền, tự do, dân chủ, toàn vẹn lãnh thổ Việt Nam trong tinh thần BẤT BẠO ĐỘNG. Nhưng cho đến nay, cái gọi là nhà cầm quyền cộng sản Việt Nam, vẫn bất chấp sự can thiệp của ĐỨCTHÁNH CHA, tiếp tục vi phạm tự do ngôn luận, tự do tôn giáo, đàn áp dân lành. Các toà án của Việt Cộng cũng áp dụng sai lạc chính cácluật lệ do chính họ đặt ra để bỏ tù và quản thúc tại gia những người tranh đấu đòi công lý, nhân quyền, tự do, dân chủ và toàn vẹn lãnh thổ Việt Nam là vô cùng dã man, thâm độc, vi phạm trầm trọng nhân quyền.

Trong số những người này gồm có :

- Linh Mục Thadeus Nguyễn văn Lý, nhạc sĩ Võ Minh Trí (Việt Khang), Mục sư Nguyễn Công Chính, Mục sư Dương Kim Khải, Luật Sư LÊ Quốc Quân, Nhà hoạt động Tôn Giáo Nguyễn Vân Canh, nhà hoạt động Phật Giáo Hoà Hảo Nguyễn văn Lía, nhà hoạt động Phật Giáo Hòa Hảo kiêm Hội viên Hội Nông Dân Trần Thị Thúy, Luật sư Cù Huy Hà Vũ, Ls Lê Công Định, Ls Phan Thanh Hải (bút hiệu ANH BA SAIGON), Tiến Sĩ Nguyễn Quốc Quân, Chủ Diễn Đàn (Blogger)Ta Phong Tần, Ls chuyên khoa Điền Điạ Cao Văn Tính, Kỹ sư Nguyễn Tiến Trung, Kỹ sư và Bỉnh bút Trần Hùynh Duy Thức, Kỹ sư Lê Thăng Long, Chủ Diễn Đàn Nguyễn Văn Hải (bút hiệu Điếu Cầy), Chủ Diễn Đàn Lữ văn Bảy, Nhà Báo Nguyễn văn Khương, Nhà Văn Hồ Thị Bích Khương, Nhà Văn Vi Đức Hối, Nông Dân Nguyễn Bá Đặng, Nhà Hoạt Động Quyền Điền Địa Dương Âu, Nhà Hoạt Động quyền ĐiềnĐịa Nguyên Ngọc Cường, Người viết Thỉnh Nguyện Thư về Quyền Điền Địa Phạm Văn Thông, công nhân Đoàn Huy Chương,Công nhân Nguyễn Hoàng Quốc Hùng, công nhân Phạm Thanh Nghiên, Nhà hoạt động pháp lý nổi tiếng Phùng Lâm, Cựu sĩ quan Quân Đội Nhân Dân Trần Anh Kim, Đảng viên Đảng Thăng Tiến Việt Nam Nguyễn Phong, những đảng viên Đảng Việt Tân Phạm thị Ngọc Phương, Phùng Quang Quyền, dân oan Lê Thị Kim Thu,…và những người bị quản thúc tại gia như Đại Lão Hòa Thượng Thích Quảng Độ, BS Nguyễn Đan Quế, các trí thức, các nhà báo, các Blogeurs, những người theo tôn giáo Cao Đài, Hòa Hảo, Phật giáo, Công giáo, Tin lành và hàng trăm người khác.

Tất cả những người này hiện đang bị quản chế hay bị giam cầm, tiếp tục sống trong những điều kiện vô cùng khó khăn (thiếu chăm sóc, hầu như không có đủ thực phẩm, thuốc men ...)

Lý do mà cái gọi là “Nhà Cầm Quyền Cộng Sản Việt Nam” bỏ tù họ là vì họđã đòi quyền tự do thực hành tôn giáo, tự do ngôn luận và tự do tư tưởng, bày tỏ quan điểm chính trị và bảo vệ sự vẹn toàn lãnh thổ trong tinh thần ôn hòa, bất bạo động.

Ngoài những việc đàn áp những nhà dân chủ, cái gọi là “Nhà Cầm Quyền Cộng Sản Việt-Nam” còn gia tăng đàn áp các tôn giáo qua việc trưng thu các đất đai, các cơ sở Công giáo, Phật giáo, Phật giáo Hòa Hảo, Cao Đài và phá hủy Thánh giá của Công Giáo. Sự kiện tăng nhân Làng Mai, các tín đồ Công Giáo, Phật giáo, Tinh Lành, bị cấm theo đạo, bị đánh đập tàn nhẫn, vô nhân đạo của Công An Cộng Sản Việt Nam, chứng minh cụ thể rằng quyền tự do tín ngưỡng của các tôn giáo bị xâm phạm một cách trầm trọng tại Việt Nam.

Độc tài, đảng trị, tham nhủng, lạm quyền, bạo lực, công an trị, dàn dựng, bắt ép, điều tra bức cung, nhục hình, đe dọa, bất chấp Luật Lệ Việt Nam và Quốc Tê là thực chất cuả cái gọi là “Nhà Cầm Quyền Cộng Sản Việt-Nam” từ trước cho đến nay, là một chế độ Cộng Sản phản lại quyền lợi của Tổ quốc và Dân tộc Việt Nam và bất tuân Luật Lệ Quốc Tế.

Cộng đồng Thế giới, Liên Hiệp Quốc, Liên Hiệp Âu Châu, các Chính Khách, các Tổ chức bảo vệ nhân quyền, tự do tôn giáo, các Toà Đai Sứ các nước dân chủ, các cơ quan truyền thông báo chí, người Việt trong và ngoài nước, càng lúc càng quan ngại về tình hình vi phạm trắng trợn nhân quyền và đàn áp tôn giáo cuả Cộng Sản Việt-Nam : Độc tài, đảng trị, tham nhủng, lạm quyền, bạo lực, công an trị, dàn dựng, bắt ép, dùng thủ đoạn điều tra bằng cực hình tra tấn hay bức bách thúc ép người vô can phải nhận tội trạng một cách tinh vi, dã man, ác độc hơn là phát xít Đức và Cộng Sản Liên Sô.

Để ngăn chặn kịp thời mọi hành vi đàn áp, ngược đải, vi phạm nhân quyền và tư do tôn giáo, chúng tôi thỉnh cầu ĐỨC THÁNH CHA, vui lòng lên tiếng đòi hỏi cái gọi là “Nhà Cầm Quyền Cộng Sản Việt Nam” phải tôn trọng và thi hành triệt để Luật Pháp Việt Nam và Quốc Tế:

- Cái gọi là “Nhà Cầm Quyền Cộng Sản Việt Nam” phải nên tuân hành các Hiến Chương Liên Hiệp Quốc;

- Tôn trọng nhân quyền, tự do, dân chủ, đa đảng và tổ chức tổng tuyển cử : ứng cử, bầu cử tự do với sự giám sát Quốc Tế;

- Trả lại tự do ngay tức khắc và vô điều kiện cho tất cả các nhà tranh đấu cho nhân quyền, các tù nhân chính trị và tù nhân lương tâm, vì sự giam cầm họ là một sự vi phạm nghiêm trọng quyền con người theo quy định của Điều 19 của Công ước Quốc tế về Quyền Dân sự và Chính Trị, Công ước mà cái gọi là “Nhà Cầm Quyền Cộng Sản Việt Nam” đã ký kết (Lưu ý: Những quyền này cũng được nêu trong cái gọi là “Hiến pháp của Nhà Cầm Quyền Cộng Sản Việt Nam”).

Nếu Đảng và cái gọi là “Nhà Cầm Quyền Cộng Sản Việt Nam” vẫn còn ngoan cố và tiếp tục khinh thường lời cảnh báo của Toà Thánh Vatican, sau bao nhiêu lần gặp gỡ giữa ĐỨC THÁNH CHA và các nhà lãnh đạo CSVN, thì Toà Thánh, không những bị công luận ghi ngờ rằng cộng tác với sự ác, mà công luận quốc tế đang hồ nghi rằng, có tình báo Việt Cộng nằm trong Vatican. Điển hình qua trường hợp Tòa Thánh bắt Đức Tổng Giám Mục Hà-Nội Giuse Ngô Quang Kiệt, từ chức, khi Ngài lên tiếng bênh vực cho lẽ phải, Hoà bình và Công lý, qua Công hàm đề ngày 13-05-2010, đúng giữa vào lúc ĐỨC THÁNH CHA đang công du Thánh địa hành hương Quốc tế Fatima tại Bồ Đào Nha.

Do đó, chúng tôi sẽ rất biết ơn ĐỨC THÁNH CHA, một vị lãnh đạo tinh thần mà chúng tôi luôn tôn kính, nếu vì bất cứ lý do gì mà không thể giúp chúng tôi giải thể chế độ cộng sản tại Việt Nam trong tinh thần ôn hòa bất bạo động, xin hãy vui lòng giúp đở dân tộc Việt-Nam bằng cách:

1/ Chính thức công khai làm một buổi cầu nguyện với sự tham dự của Chính Phủ Quốc Gia Việt Nam Lâm Thời để an ủi, chúc phúc cho những nạn  nhân đã bị Việt Cộng sát hại hay còn đang chúng bị cầm tù;

2/ Trực tiếp giúp đở các gia đình nghèo khó bằng thực phẩm, thuốn men, quần áo, phân phát tận tay bởi các Tòa Đại Sứ, các tổ chức phi chính phủ, các tổ chức từ thiện phật giáo, công gíao, tin lành, cao đài, hòa hảo…, tuyệt đối không nên qua trung gian của các cấp chính quyền trung ương hay địa phương của cái gọi là Nhà Cầm Quyền Cộng Sản Việt Nam để tránh nạn tham nhũng;

3/ Tiếp kiến Thủ Tướng Chính Phủ Quốc Gia Việt Nam Lâm Thời là người do ba thế hệ Việt Nam chỉ định từ năm 1990 và đã qua ba đời Tổng Thống Hoa Kỳ chính thức liên lạc, hầu làm sáng tỏ đức công bình, liêm chính của Ngài, sau khi Ngài đã cho cái gọi là Nhà Cầm Quyền Cộng Sản Việt Nam qúa nhiều cơ hội được tiếp kiến Ngài, kể cả ông Nguyễn Phú Trọng không phải là người đứng đầu cái gọi là Nhà Cầm Quyền Cộng Sản này.   

Chúng tôi rất tin tưởng vào sự thông cảm và lòng bác ái, công chính của ĐỨC THÁNH CHA không khước từ mọi thành phần giai cấp xã hội chính trị tôn giáo. Mọi người phải được BÌNH ĐẲNG, CÔNG MINH và chịu trách nhiệm trước Lịch sử, Tòa án Lương tâm và Tòa án Công Lý. Kính xin Ngài nhận nơi đây lòng thành kính biết ơn sâu xa của chúng tôi.

Nous tenons à vous remercier vivement d’avoir bien voulu intervenir une nouvelle fois auprès des Autorités communistes vietnamiennes, suivant ainsi notre requête visant à remettre rapidement en liberté toutes les personnes qui luttent pour les droits de l’homme, pour la liberté, la démocratie et l'intégrité territoriale du Vietnam, sans user de violence.

Malheureusement et malgré votre intervention, les autorités communistes vietnamiennes continuent de bafouer la liberté d'expression et la liberté religieuse… Elles continuent de persécuter certaines personnes, en jetant en prison des innocents dont le seul crime est de lutter pour le respect des droits de l'homme, la liberté, la démocratie et l'intégrité territoriale du Vietnam. Les tribunaux des communistes vietnamiens n’appliquent pas ses propres lois en arrêtant, en emprisonnement, en mettant abusivement en résidence surveillée, les citoyens qui luttent pacifiquement pour le respect des Droits de l'homme, la Liberté, la Démocratie et la Souveraineté du VietNam. Les Tribunaux des communistes Vietnamiens font preuve de barbarie, de méchanceté et violent gravement des droits de l’homme.

Parmi ces personnes, nous pouvons citer :

Le Père Thaddée NGUYEN Van Ly, l’auteur-compositeur VO Minh Tri (VIET Khang), le pasteur Nguyen Cong Chinh, le pasteur Duong Kim Khai, le militant des droits de l’homme NGUYEN Van Canh, le militant bouddhiste Hoa Hao NGUYEN Van Lia, l’agriculteur bouddhiste Hoa Hao, le militant TRAN Thi Thuy, l’avocat Cu Huy Ha Vu, l’avocat Le Cong Dinh, l’avocat PHAN Thanh Hai (ANH BA SAIGON), l’Avocat LE Quoc Quan, le Dr Nguyen Quoc Quan, le blogueur TA Phong Tan, les défenseurs des droits fonciers : CAO Van Tinh, PHAM Van Thong, l’ingénieur Nguyen Tien Trung, l’Ingénieur et chroniqueur TRAN Huynh Duy Thuc, l’Ingénieur LE Thanh Long, le blogueur NGUYEN Van Hai (DIEU CAY), le blogueur LU Van Bay, le journaliste NGUYEN Van Khuong, l’écrivain HO Thi Bich Khuong, l’écrivain VI Duc Hoi, Agriculteurs NGUYEN Ba Dang, les militants pour les droits fonciers DUONG Au et NGUYEN Ngoc Cuong, les travailleurs Doan Huy Chuong, Nguyen Hoang Quoc Hung et Pham Thanh Nghien, l’éminent juriste PHUNG Lam, l’ancien officier de l'Armée populaire TRAN Kim Anh, membre du Parti du Progrès du Vietnam NGUYEN Thanh Phong, les membres du Parti Populiste Vietnam: PHAM Thi Ngoc Phuong, PHUNG Quang Quyen, l’innocent citoyen LE Thi Kim Thu et les personnes en résidence surveillée comme le très Vénérable THICH Quang Do, le Dr NGUYEN Dan Que…, les Intellectuelles, les journalistes, les blogueurs, les Caodaiisttes, les Hoahaoistes, les Bouddhistes, les Catholiques, les Protestants et des centaines de citoyens innocents.

Les seuls motifs de leur incarcération ont été de revendiquer une pratique religieuse libre, de bénéficier d’une liberté d’expression ou d’opinion politique, et de vouloir protéger l’intégrité territoriale.

Mais les Autorités communistes vietnamiennes ne se contentent pas de réprimer l’aspiration de la population à un régime démocratique…

Elles répriment aussi et de plus en plus durement, les religions (catholique, bouddhiste, Hoa Hao, Cao Dai) et ne cessent de persécuter les religieux afin d’exproprier les terres et les biens des Catholiques, des Bouddhistes, des Protestants, des Hoa Hao et des Cao Dai.

A titre d’exemple, elles ont détruit la Sainte-Croix de l’Eglise catholique et elles viennent d’interdire la pratique religieuse aux Catholiques, aux Boudhistes, aux Protestants, aux Hoahaoiste et aux Caodaiistes. Ainsi, Le soi-disant “le gouvernement des communistes vietnamiens” bafoue gravement la liberté religieuse. Le fait d’avoir battu sauvagement et d’avoir infligé des traitements cruels aux moines, aux nones bouddhistes du Monastère Bat Nha, aux Catholiques, aux Boudhistes, aux Protestants, aux Hoahaoistes et aux Caodaiistes, prouve leur détermination et leur cruauté.

Si, malgré leurs nombreuses rencontres avec le PAPE, les dirigeants communistes vietnamiens persistaient à ignorer les avertissements du Vatican, le Saint Siège pourrait alors être soupçonné de « collaborer avec le mal » et l’opinion publique pourrait penser qu’un agent secret communiste vietnamien est infiltré au Vatican. Citons le cas de l’Achevêque de HA NOI, Joseph NGO Quang Kiet, que le Saint Siège a poussé à la démission, alors qu’il défendait la vérité, la paix et la justice (note diplomatique du Vatican en date du 13/05/2010, lorsque le PAPE était en pèlerinage à Fatima au Portugal).

Si le Saint Père, un des Chefs spirituels que nous avons toujours respecté, ne pouvait nous aider à dissoudre le régime des communistes vietnamiens, nous serions évidemment très reconnaissants au Saint Père de bien vouloir aider le peuple vietnamien tout entier, en prenant des mesures concrètes :

1.- Organisation de la prière officielle d'abord, en invitant le Gouvernement Provisoire National du VietNam et les ressortissants vietnamiens afin de prier pour et à réconforter les victimes assassinées par les communistes vietnamiens et pour tous ceux actuellement emprisonnés par les communistes vietnamiens (pour motifs religieux et politiques).

2.- Aide directe aux familles démunies vietnamiennes (livraison de denrées alimentaires et pharmaceutiques : riz, conserves, médicaments, vêtements…), aux Ambassades, aux Organisations non gouvernementales ou aux organismes sociaux (bouddhistes, catholiques, protestants, cao dai, hoa hoa). Ne plus fournir aucune aide ‘en espèces’ aux Autorités communistes vietnamiennes, afin d’éviter la corruption au sein des autorités centrales ou locales vietnamiennes.

3.- Recevoir en audience le Premier Ministre du Gouvernement Provisoire National Vietnamien et les représentants des ressortissants vietnamiens afin d’aborder avec eux les questions de justice et d’intégrité. Rappelons aussi que vous avez donné aux autorités communistes vietnamiennes de nombreuses occasions de vous rencontrer, y compris NGUYEN Phu Trong, alors qui n’était pas à la tête d’un gouvernement.

Nous comptons vivement sur votre haute compréhension et sur votre souci d’équité (ouverture à toutes les classes sociales, politiques, religieuses). Nous vous prions d’agréer, Très Saint Père, l’expression de nos sentiments très respectueux et très reconnaissants.
